abstract = "A intensifica{\c{c}}{\~a}o de extremos clim{\'a}ticos, o
aumento da demanda, e a falta de um planejamento integrado dos
recursos h{\'{\i}}dricos no Brasil v{\^e}m se tornando mais
evidente ano ap{\'o}s ano. No ano de 2014, deparamo-nos com
cheias nas regi{\~o}es Norte e Sul, enquanto o Sudeste e Nordeste
sofrem com defici{\^e}ncias h{\'{\i}}dricas severas. A
situa{\c{c}}{\~a}o mais cr{\'{\i}}tica no Sudeste foi
observada na regi{\~a}o metropolitana de S{\~a}o Paulo. O
n{\'{\i}}vel d{\'a}gua nos reservat{\'o}rios do Sistema
Cantareira que abastece a regi{\~a}o atingiu o volume morto do
reservat{\'o}rio em 2014. A bacia do rio Para{\'{\i}}ba do Sul,
estudada neste trabalho, tamb{\'e}m apresentou n{\'{\i}}veis
muito abaixo do normal, caracterizando uma estiagem extrema. O
objetivo deste trabalho foi avaliar a seguran{\c{c}}a
h{\'{\i}}drica desta bacia utilizando o modelo hidrol{\'o}gico
distribu{\'{\i}}do do INPE. Nesta an{\'a}lise, foi
inclu{\'{\i}}da a transposi{\c{c}}{\~a}o de {\'a}guas da
bacia do rio Para{\'{\i}}ba do Sul para o Sistema Cantareira e
suas consequ{\^e}ncias para o abastecimento do Sistema Guandu RJ
e para a gera{\c{c}}{\~a}o de energia nos aproveitamentos
hidrel{\'e}tricos na bacia. Examinou-se a disponibilidade
h{\'{\i}}drica da bacia a partir de cen{\'a}rios futuros de uso
do solo tais como expans{\~a}o urbana, agricultura e
silvicultura. As an{\'a}lises de seguran{\c{c}}a
h{\'{\i}}drica indicaram que o reservat{\'o}rio de Jaguari
conseguir{\'a} atender a transposi{\c{c}}{\~a}o para o Sistema
Cantareira e a produ{\c{c}}{\~a}o de energia em todo
per{\'{\i}}odo simulado, enquanto que a transposi{\c{c}}{\~a}o
quando ser{\'a} comprometida em pelo menos 2% do per{\'{\i}}odo
simulado. Todos os cen{\'a}rios clim{\'a}ticos apontam para a
redu{\c{c}}{\~a}o da produ{\c{c}}{\~a}o hidrel{\'e}trica de
energia de 2016-2035 e uma tend{\^e}ncia de melhora de 2036-2055.
Finalmente, espera-se que este estudo contribua para um melhor
entendimento da seguran{\c{c}}a h{\'{\i}}drica na bacia do rio
Para{\'{\i}}ba do Sul, auxiliando as tomadas de decis{\~o}es
para opera{\c{c}}{\~a}o dos reservat{\'o}rios e da gest{\~a}o
dos recursos h{\'{\i}}dricos. ABSTRACT: The intensification of
climatic extremes, the increase in demand, and the lack of an
integrated planning of water resources in Brazil are becoming more
evident lately. In 2014, there were floods in the North and South,
while the Southeast and Northeast suffered from severe water
deficiencies. The most critical situation in the Southeast was
observed in the metropolitan region of S{\~a}o Paulo, because the
water level in the reservoirs of the Cantareira System that
supplies the region reached the dead volume of the reservoir in
2014. The Para{\'{\i}}ba do Sul river basin, the study area in
this research, also presented levels well below normal,
characterizing an extreme drought. The objective of this work is
to evaluate the water security of this basin using INPEs
distributed hydrological model. This analysis will include the
transposition of waters from the Para{\'{\i}}ba do Sul River
basin to the Cantareira System and its consequences for the supply
of the Guandu System - RJ and for the generation of energy in the
hydroelectric facilities in the basin. . It is intended to analyze
the water availability of the basin from future land use scenarios
such as urban expansion, agriculture and forestry. The water
security analyzes indicated that the Jaguari reservoir will be
able to keep the transposition to the Cantareira System and the
energy production, in all simulated period, will be compromised in
at least 2%. All climatic scenarios point to a reduction in
hydroelectric energy production between 2016 and 2035 and an
improvement trend between 2036 and 2055. Finally, this study will
contribute to a better understanding of water security in the
Para{\'{\i}}ba do Sul River basin, assisting the operational
decision making of the reservoirs and the management of water
resources.",
